Robert McClelland was a Michigan congressmen and governor. He was born in Greencastle, Pennsylvania on August 1, 1807, and graduated from Dickinson College, Carlistle, Pennsylvania in 1829. He worked as a teacher before his admission to the Pennsylvania bar in 1831. McClelland moved to Monroe, Michigan two years later, becoming delegate in the state constitution convention in 1835. L.F. Seymour of Farwell (Mich.) won the bid to construct a gravel road, located mostly in Ionia County and a bit of Kent County (Mich.). Seymour and Frank F. Rogers, the then State Highway Commissioner, signed the contract on Oct. 1, 1920. Seymour later sued for $10,663.21, his unpaid balance. He was eventually paid.
